The City has mandatory collective bargaining agreements with most of its fulltime employees under the Ohio Revised Code including, the availability of third party arbitration to determine settlements with the public safety forces of the Police and Fire Departments.

Various fulltime employees are represented by the American Federation of State, County and Municipal Employees, Ohio Council 8 Local #3646, the International Union of Operating Engineers Local 20, the Fraternal Order of Police Lodge #166, and the International Association of Firefighters Local 4010. Benefits for these employees are established by collective bargaining agreements.
